Negotiated procedure
The EU Agency for Fundamental Rights (thereafter "the Agency") intends to launch a negotiated procedure for the provision of Network connectivity to ACOnet, and to sign a single framework contract for the provision of network connection services from its premises at Schwarzenbergplatz 11.

ACOnet (www.ACOnet.at) is the Austrian Partner for the GEANT network (www.geant.net). GÉANT is the pan-European data network dedicated to the research and education community.

ACOnet is the only organisation that is connected to the GEANT and through which public research organisations, universities, etc., connect to the research network funded by EU. A description of GEANT and ACONET and their status is available under:

The Framework Contract will have an initial duration of one (1) year as from the date of signature, and may be renewed up to two times, for an additional period of two (2) years each.

Technical and professional capacity

Tenderers must be able to meet the following minimum criteria:

  • 24/7/365 Support
  • Response time 1 hour after issue report
  • min. 99.95% availability
  • Service online reporting and statistics

Participation in this negotiated procedure for a middle value contract is open to natural and legal persons falling within the scope of the EU Treaties (this includes all economic operators established in the European Union) and to all natural and legal persons in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement. The FRA is not part of the Agreement on Government Procurement (GPA) concluded within the World Trade Organisation. Therefore, FRA’s procurement procedures are not open to tenderers from GPA countries.
