Negotiated Procedure (low value contracts)

In the framework of a Joint Project between the European Court of Human Rights and EU Agency for Fundamental Rights (thereafter "the Agency"), the Agency intends to launch a negotiated procedure for the provision of a handbook on case-law covering the area of non-discrimination in the European context.

The Agency is looking to contract an expert consultant/organization to provide it with the aforementioned handbook, which aim is to develop a practical learning tool for judges, prosecutors, lawyers and law enforcement officials. The handbook (of around 100 pages to be written in English and finalised during the first semester of 2010) should analyse key principles as developed by the European Court of Justice and the European Court of Human Rights, as well as eventual relevant national case law, in the area of non-discrimination.
