United Nations
FRA cooperates with the following UN organisations.
United Nations Office of the High Commissioner for Human Rights (UN OHCHR)
The co-operation with the OHCHR involves regular exchange of information on projects and events, including in the drafting phase of the Agency’s Annual Work Programmes. FRA is also regularly participating in the OHCHR’s consultations and workshops on enhancing the cooperation between the UN and regional mechanisms. A more EU-focused interaction is taking place with the OHCHR European office in Brussels. The following are examples of FRA's cooperation with the OHCHR.
Human Rights Indicators: FRA and OHCHR have exchanged information concerning the development of human/fundamental rights indicators, with FRA basing the development of indicators for specific fundamental rights questions on the indicator model (structure-process-outcome) proposed by the OHCHR. Building on this cooperation, the FRA organised its 2011 Symposium on the topic of fundamental rights indicators.
Rights of persons with disabilities: In its work on the rights of persons with disabilities the FRA co-operates closely with the Regional Office of the High Commissioner for Human Rights. An example of this cooperation is the FRA’s contribution to the OHCHR conference on “the UN Convention on the Rights of Persons with Disabilities (CRPD) and EU Structural Funds: The way ahead for independent living” in 2012.
Migration and asylum: The team co-operates with the OHCHR particularly within the project 'Fundamental rights of migrants in an irregular situation in the European Union' as well as on the project on Treatment of third-country nationals at the EU’s external borders, which are multi-annual FRA projects.
Joined-up governance: The OHCHR European office is a member of the advisory group for the FRA project on joined-up governance. This project seeks to explore and develop methods on how to enhance fundamental rights implementation across various government levels. The OHCHR’s involvement helps to ensure that the project takes into account the experience of human rights treaty bodies with local level implementation.
United Nations Development Programme (UNDP)
FRA and UNDP in 2011 signed a protocol for cooperation in the areas of data collection and research, networking, communication and awareness and capacity development. They coordinate their work and contribute to providing data, analysis and evidence-based advice on the situation of Roma. The surveys, which share core components, yield robust and comparative data on the socio-economic status of Roma alongside data on the enjoyment of their rights in practice. The first results of their combined surveys are available in the report 'The situation of Roma in 11 EU Member States - Survey results at a glance'.
United Nations Economic Commission for Europe (UNECE)
The FRA has cooperated with the UNECE on measuring violence against women and development of a survey module for the measurement of indicators on this very topic.
United Nations Office on Drugs and Crime (UNODC)
The FRA contributed to the development of the UNODC-UNECE Manual on Victimization Surveys based on FRA’s experience on surveying immigrants and ethnic minorities and other hard-to-reach populations. The FRA has also contributed to UNODC’s work on hate crimes in the context of the 21st session of the United Nations Commission on Crime Prevention and Criminal Justice. Furthermore, there has been close co-operation with the UNODC particularly within the project Fundamental rights of migrants in an irregular situation in the European Union as well as on the project on Treatment of third-country nationals at the EU’s external borders.
International Labour Organisation (ILO)
FRA has co-operated closely with the ILO particularly within the project Fundamental rights of migrants in an irregular situation in the European Union as well as on the project on Treatment of third-country nationals at the EU’s external borders. Representatives of ILO were also participating in the FRA’s Fundamental Rights Conference on Dignity and rights of irregular migrants.
United Nations Children’s Fund (UNICEF)
The FRA has been part of the Child Protection Monitoring and Evaluation Reference Group (TWG CP MERG) co-chaired by UNICEF New York and Save the Children. Co-operation is also taking place with the UNICEF Innocenti Research Center in Florence in relation to the children and justice project of the FRA. The Agency has co-operated with UNICEF particularly on the project Fundamental rights of migrants in an irregular situation in the European Union as well as on the project on Treatment of third-country nationals at the EU’s external borders.
United Nations High Commissioner for Refugees (UNHCR)
The Agency co-operated with UNHCR within its projects 'The duty to inform applicants about the asylum procedure: the asylum-seeker perspective', 'Access to effective remedies: the asylum-seeker perspective', 'Separated, asylum-seeking children in European Union Member States' as well as 'Detention of third country nationals in return procedures'. UNHCR also participated in the Fundamental Rights Conference on Dignity and Rights of Irregular Migrants. The FRA is also regularly invited to present its findings at UNHCR events.
Organization for Security and Co-operation in Europe
Office for Democratic Institutions and Human Rights (ODIHR)
The FRA regularly participates in the Human Dimension Implementation Meetings in Warsaw. The topics covered in recent events were:
- Roma - FRA was contributing to the event ‘To make a tangible difference to Roma people’s lives’
- Romani women - FRA cooperates with ODIHR on exploring the theme “Women as Agents of Change in Migrant, Minority and Roma and Sinti Communities in the OSCE Area”.
- Hate crime – Together with ODIHR, FRA develops a practical guide on “Monitoring and Collecting Hate Crime Data for effective policy and practical responses”.
The Human Dimension Committee of the Permanent Council
The Agency has repeatedly been invited by the Human Dimension Committee of the Permanent Council of the OSCE to present its work on various areas like e.g. discrimination of Roma.
Other International Organisations
International Centre for Migration Policy Development (ICMPD)
The Agency has co-operated with ICMPD on the project Fundamental rights of migrants in an irregular situation in the European Union as well as on the project on Treatment of third-country nationals at the EU’s external borders. ICMPD also contributed to the 2011 Fundamental Rights Conference on Dignity and Rights of Irregular Migrants.
International Organisation for Migration (IOM)
The team has co-operated with IOM within the project Fundamental rights of migrants in an irregular situation in the European Union as well as on the project on Treatment of third-country nationals at the EU’s external borders.
