The Prison Rules 2007Rule 18 requires a system of certification of cells in respect of size, lighting, heating, ventilation and fittings, and this certification should specify the number of prisoners to be held in each cell. The Rules do not specify the actual size that cells should be. However, the Inspector of Prisons has recommended that single occupancy cells should be at least 7m² with at least 2m between the walls. For each additional prisoner, there should be an additional 4m².
