The event is being organised by the Estonian Presidency of the Council of the EU. It will focus on advancing discussions to accelerate the transition from institution-based services to community-based services in the EU Member States. It aims to propose new approaches to the development of the concept and financing of deinstitutionalisation and promotion of human rights, and to support the development of the EU-wide framework of participatory social welfare policies. The three FRA reports to be presented at the conference focus on different aspects of the deinstitutionalisation process: structures and commitments; funding and budgeting; and outcomes for persons with disabilities.

The Agency will launch three reports on the right to independent living of people with disabilities at the ‘Dignity + Independent living = DI (deinstitutionalisation)’ conference in Tallinn on 12-13 October.
