|Recommendation on systematic work for implementing human rights at the national level||
There is a gap between the rights proclaimed in international and regional human rights instruments and how these rights are respected in individual countries. CoE Recommendations advise local authorities in initiating local baseline studies, local action plans, regular reviews of the local rights’ implementation situation, privatizing of local government services, human rights budgeting, as well as in establishing local/ regional institutions to facilitate the access to a complaint system to those which are in need of it etc.
