FRA highlights issues facing undocumented migrants at PICUM annual workshop

The FRA delivered the keynote address at the annual workshop of the Platform for International Co-operation on Undocumented Migrants (PICUM) in Brussels on 28 June 2013.

The conference, on the theme “Housing and homelessness of undocumented migrants in Europe: building alliances and developing strategies”, discussed homelessness in the context of anti-poverty agendas and undocumented migrants’ access to housing – both in the private housing market as well as access to emergency accommodation.

The FRA’s address drew attention to the fact that, in a large number of EU Member States, landlords risk punishment for renting housing to migrants in an irregular situation, an example of how persons who engage with irregular migrants risk criminalisation. It also highlighted a number of concrete obstacles faced by migrants when trying to rent housing in the private market, or to access homeless shelters.
