In his opening speech, FRA Director Morten Kjaerum spoke of the importance of defining the scope of the rule of law in the EU: "We would miss the point if we settled for a narrow reading limited to traditional aspects like judicial independence and the quality of lawmaking. The rule of law must be understood to include broader fundamental rights issues."
Irish Minister of State Kathleen Lynch, representing the Irish Presidency of the Council of the EU held the keynote speech. She reminded participants that "despite robust EU legislation we still see worrying incidents of discrimination based on ethnic origin."
