The European Union Agency for Fundamental Rights (“FRA” or “the Agency”) is looking to conclude a framework contract with a maximum of three Framework contracts in cascading order for the provision of VoIP telephony services to the Agency.

Technical and professional capacity

Candidates must meet the following minimum requirements:

  • The tenderer shall provide a SIP trunk solution which enables the Agency to establish and receive PSTN phone calls via Skype for Business 2015 from and to any destination worldwide.
  • The requested SIP trunk service shall be in compliance or fully compatible with the requirements set down by Microsoft regarding use of Skype for Business 2015.
  • The availability of the service must be greater than 99,95% within 12 months.
  • VoIP service should be charged at a flat rate without additional charges.

No documents proving the fulfilment of these criteria are requested at this stage.

Participation in this negotiated procedure for a low value contract is open to natural and legal persons falling within the scope of the EU Treaties (this includes all economic operators established in the European Union) and to all natural and legal persons in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement. The FRA is not part of the Agreement on Government Procurement (GPA) concluded within the World Trade Organisation. Therefore, FRA’s procurement procedures are not open to tenderers from GPA countries.
