The European Union Agency for Fundamental Rights (FRA) is looking to contract the services of a natural or legal person to assist FRA within its project on “Inter-agency cooperation and other activities in the areas of borders, immigration and asylum”.

The project has as one of its objectives the effective cooperation with EU Justice and Home Affairs agencies, to enable these to benefit from the fundamental rights expertise that FRA can offer.

In 2015, FRA is supporting eu-LISA – the European Agency for the operational management of large-scale IT systems in the area of freedom, security and justice – who has been requested to carry out a pilot project to test the feasibility of some aspects of the smart borders package proposed in 2013 by the European Commission. The package consists of a Registered Traveller Programme (RTP) and an Entry/Exit System (EES) which envisage the processing of biometric data at border crossing points. FRA’s involvement in the pilot project is closely related to FRA’s ongoing research on the fundamental rights implications of using biometrics in large-scale IT systems in the fields of asylum, borders and visa, such as VIS (Visa Information System), Eurodac, and – in future – SIS II (Schengen Information System).

The present contract is mainly needed to support FRA in the context of the pilot project by eu-LISA. The contractor is expected to provide the following:

 Undertake data collection from travellers at up to eight border crossing points selected by FRA based on a questionnaire and using a methodology agreed with FRA (French, Spanish, Arabic, Russian and/or Chinese language skills will be an asset);

  • Support FRA in the analysis of the data collected.

Technical and professional capacity

Candidates must be able to meet the following minimum selection criteria:

  • Qualifications and professional experience for the project manager:
  • University degree in social sciences or related fields; preferably in a field covering ethical and social aspects of technology, such as philosophy of science, ethics of information technology or computer science and philosophy;
  • At least five (5) years of proven experience of research in social and ethical aspects of technology;
  • Proven experience of having worked in the field of biometrics (through publication, project, speeches at public fora)
  • Excellent knowledge of English (Common European Framework of Reference (CEF) level C1).

 

  • Qualifications and professional experience for staff deployed to do the field research:
  • University degree in social science or related field;
  • Excellent knowledge of English (Common European Framework of Reference (CEF) level C1).
  • Knowledge of at least one other language used for the research, preferably French, Spanish, Arabic, Chinese or Russian.

No documents proving the fulfilment of these criteria are requested at this stage.

Participation in this negotiated procedure for a low value contract is open to natural and legal persons falling within the scope of the EU Treaties (this includes all economic operators established in the European Union) and to all natural and legal persons in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement.

FRA is not part of the Agreement on Government Procurement (GPA) concluded within the World Trade Organisation. Therefore, FRA’s procurement procedures are not open to tenderers from GPA countries.
