Negotiated procedure
The objective of this service is the development of a Trainers’ Manual on the safeguards for working third-country nationals contained in EU law. The manual should target trainers responsible for the training of future or appointed labour inspectors and inspection authorities of other monitoring bodies (e.g. health and safety, tax, social security).

The trainers’ manual will offer a uniformed and basic training for labour inspectors on the protective elements of the Employer Sanctions Directive (hereinafter, ESD) and the Seasonal Workers Directive (hereinafter, SWD) and, where relevant, the Single Permit Directive (SPD), but also on the key labour rights of other categories of migrant workers at heightened risk of exploitation. The training manual will be of generic nature, flexible to reflect the different national contexts, notwithstanding the different mandates of labour inspectors in different EU Member States. It will indicate which information and support labour inspectors could give to workers.

Technical and professional capacity

The contractor must propose at least one key expert who meets the below criteria:

  • University degree (at least BA or equivalent)
  • Proven professional and/or academic experience of at least five (5) years in the area of human rights and/or labour rights, having participated in at least one (1) project or report or publication in the area of labour exploitation and/or labour inspections.
  • Proven professional experience of at least two (2) years in developing training materials (training manuals, guidelines, checklist etc).
  • Excellent knowledge of English (Common European Framework of Reference - CEF - level C1)

No documents proving the fulfilment of these criteria are requested at this stage.

Participation in this negotiated procedure for a low value contract is open to natural and legal persons falling within the scope of the EU Treaties (this includes all economic operators established in the European Union) and to all natural and legal persons established in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement. FRA is not part of the Agreement on Government Procurement (GPA) concluded within the World Trade Organisation. Therefore, the procurement procedure is not open to candidates from GPA countries.
