In einer gut funktionierenden Demokratie ist die freie Meinungsäußerung ein unabdingbares Grundrecht, das seinerseits eine Vielzahl anderer Rechte ermöglicht. Dies erklärte der Direktor der FRA, Michael O’Flaherty, in seiner Rede am 1. Dezember vor dem Menschenrechtsausschuss des polnischen Dachverbands der Rechtsanwälte in Warschau. Er ging auf einige der Herausforderungen ein, die heutzutage mit der Wahrung dieses Rechts verbunden sind – in einer Zeit, in der Förderung und Schutz der Menschenrechte in einigen Teilen Europas nachzulassen scheinen.

Freedom of expression enables many other fundamental rights but there exists challenges to upholding this right.
