    Russia’s military aggression against Ukraine triggered scenes not seen in Europe for decades. It has since caused death, immense destruction, and unspeakable suffering. It also set in motion a mass movement of people not seen since World War II. To protect them, the EU activated the Temporary Protection Directive for the first time. In doing so, all EU Member States must offer protection to those displaced from Ukraine.

    Many cities throughout the European Union hosted people fleeing Russia’s war of aggression against Ukraine. The EU currently faces the largest displacement of people in Europe since World War II. Since February 2022, over seven million people came to the EU. The arrival of such large numbers of people thrust cities and local governments to the forefront of the EU and its Member States’ relief work. This short publication provides a snapshot of cities’ initiatives to address this humanitarian crisis.

    Die Europäische Menschenrechtskonvention (EMRK) und das Recht der Europäischen Union
    bieten einen zunehmend bedeutenden Rahmen für den Schutz der Rechte von Ausländern.
    Das Unionsrecht zu Asyl, Grenzen und Einwanderung entwickelt sich in hoher Geschwindigkeit
    weiter. Der Umfang der Rechtsprechung des Europäischen Gerichtshofs für Menschenrechte,
    insbesondere zu den Artikeln 3, 5, 8 und 13 EMRK, ist beträchtlich. Der Gerichtshof
    der Europäischen Union wird immer häufiger aufgefordert, sich zur Auslegung der diesbezüglichen
    Bestimmungen des EU-Rechts zu äußern. Die dritte Ausgabe dieses Handbuchs
    wurde im Juli 2020 fertiggestellt. Es stellt das Unionsrecht sowie die Rechtsprechung der
    beiden europäischen Gerichtshöfe auf verständliche Art und Weise vor.

This report is the EU Fundamental Rights Agency’s fourth on the topic of severe labour exploitation. Based on interviews with 237 exploited workers, it paints a bleak picture of severe exploitation and abuse. The workers include both people who came to the EU, and EU nationals who moved to another EU country. They were active in diverse sectors, and their legal status also varied.

In 2018, some 2,299 people are estimated to have died or gone missing at sea while crossing the sea to reach Europe to escape war or persecution or to pursue a better life. This is on average more than six people per day. Before mid-2017, a significant share of migrants in distress at sea have been rescued by civil society vessels deployed with a humanitarian mandate to reduce fatalities and bring rescued migrants to safety. In 2018, however, authorities in some Member States viewed civil society-deployed rescue vessels with hostility. As a reaction, they seized rescue vessels, arrested crew members, and initiated legal procedures against them (more than a dozen altogether). In some cases, rescue vessels were blocked in harbours due to flag issues.

Der Leitfaden Kinder ohne elterliche Fürsorge, die in einem anderen EU-Mitgliedstaat als ihrem
eigenen angetroffen werden hat das Ziel, die Handlungsfähigkeit aller im Bereich Kinderschutz
tätigen Akteure zu stärken. Der Schutz dieser Mädchen und Jungen ist von höchster Bedeutung und
stellt für die EU-Mitgliedstaaten eine Verpflichtung dar, die sich aus dem internationalen und dem
europäischen Rechtsrahmen ableitet. Der vorliegende Leitfaden legt den Schwerpunkt auf Kinder,
die Opfer von Menschenhandel geworden sind oder Gefahr laufen, dies zu werden, indem auf die
Umsetzung der Ziele eingegangen wird, die in der Mitteilung der Kommission zur Berichterstattung
über die Folgemaßnahmen zur Strategie der EU zur Beseitigung des Menschenhandels von
2017 beschrieben wurden. Dabei werden ermittelte Muster beleuchtet, auch im Hinblick auf die
geschlechtsspezifischen Besonderheiten von Straftaten.

In November 2016, FRA formulated 21 individual opinions to address the fundamental rights shortcomings identified in the implementation of the hotspot approach in Greece and Italy. Despite genuine efforts to improve the situation since November 2016, many of the suggestions contained in the 21 opinions FRA formulated at the time remain valid.

This note draws attention to the recent trend of criminalising search and rescue operations (SAR) in the Mediterranean Sea carried out by non-governmental organisations (NGOs) or other private entities. This includes seizing rescue vessels, as well as arrests for crew members, in some EU Member States. Most of such incidents concerned NGOs operating in the Central Mediterranean Sea.
