On February 2007, France and Romania signed a cooperation agreement for the protection of unaccompanied Romanian minors in France. It was to establish cooperation between the two countries for the protection of unaccompanied Romanian minors in France, to facilitate their return to their country of origin, and to combat child trafficking networks. The Constitutional Council censured as unconstitutional the law authorizing the approval of the cooperation agreement.

The agreement was cancelled. Unaccompanied Romanian minor could not be expelled to Romania any more. The French State should take care of them.
