Key findings
The report provides statistics of various types of crime that occurred in the Estonia in 2017. Chapter 10 of the report provides an overview of hate crime incidents. According to the report, at least four incidents of hate crime were recorded in 2017, three of which were aggravated breaches of public order and one was a threat. In all cases, the motive of the crime was the victim’s actual or perceived race, religion or ethnicity. Also, 13 incidents of incitement to hatred were recorded, in eight of these cases misdemeanour procedure was initiated.
Methodology (Qualitative/Quantitative and exact type used, questionnaires etc)
The statistics outlined in the report are compiled from the police information system. The system allows police officers to mark a case as hate crime by ticking one of three boxes: “hate – religion, race, ethnicity”; “hate – sexual orientation/identity”; “hate – other”. In addition, searches were performed in the system for cases with “hate motive” and using key words, such as “Africa”.
