Key findings
The report points to a xenophobic public discourse, that accuses newcomers of taking away access to jobs and abusing the asylum and the social welfare system. This anti-migrant sentiment is described as often linked with anti-Turkish and anti-Muslim narratives, blaming Muslim migrants and asylum seekers of changing the Cyprus's demography. In addition, ECRI observes increasingly visible Anti-Black racism, for instance towards migrants of African descent and Black football players.
Methodology (Qualitative/Quantitative and exact type used, questionnaires etc)
ECRI, an independent human rights monitoring body of the Council of Europe, monitors racism, discrimination, and intolerance in member states through five-year cycles. Its reports are based on documentary analyses, on-site visits and dialogue with national authorities. The sixth round focuses on effective equality, hate speech and violence, and integration, while addressing country-specific issues. Information is gathered from diverse sources rather than direct inquiries. Authorities can comment on drafts and request their views be appended.
