Focusing on hate crimes, the report highlights several cases that point to problems in processing hate crimes and inadequate punishments of perpetrators: for example a case of Muslim obituaries in the street that were found covered in pig fat, but after initial investigations, police officers did not determine the circumstances, motives or identities of possible perpetrators.
