General Law on Prisons Inmates are paid for their work. Their income is subject to social contributions as they are entitled to standard employee benefits and are enrolled in the social security system that gives them state retirement rights. Rules provide that inmates may leave the facilities to work, be with their family, and receive treatment which will facilitate their social integration. All inmates have the right to access to an academic education. Basic education is always available to those who require it. Inmates can also request a higher-level distance-learning course.

2023The Ombudsman calls for consideration to be given to the possibility of involving sign language interpreting professionals in the development and implementation of such programmes and activities for the hearing impaired, facilitating the adaptation of this group to life in prison. Although it has been indicated by the Prison Administration that the Protocol for the Care of Persons with Disabilities in the Prison Environment already considers the possibility of using the available resources to facilitate special communications for these persons, the fact is that this protocol contemplates many and very varied types of disability, without delving into the specialities that each of these types may present in the prison environment. With regard to the measures taken to facilitate the re-education and social reintegration of persons with hearing disabilities, the General Secretariat of Penitentiary Institutions has stated that, for each person, an individualized treatment programme is drawn up and the necessary means of support are provided to enable him or her to carry it out under the same conditions as the rest of the prison population.
