On 17 November 2021, the Interparty Parliamentary Group on the Rights of LGBTI Persons held around tableon legal gender recognition in North Macedonia with help from the Council of Europe and the civil-society organisation Margins Coalition. The event brought together members of parliament, government officials, experts and civil-society representatives to conduct a preliminary analysis and discuss the European Court of Human Rights’ judgment in the case ofXvNorth Macedonia. The round table highlighted the lack of a clear legal framework, which was affecting transgender people’s basic rights.
Participants agreed on adopting the proposed draft law and focusing on its consistent implementation. The event strengthened collaboration between legislative and executive authorities, international organisations and civil society. It also marked the first time a transgender person spoke to parliament, raising awareness and advancing the debate on legal gender recognition.

Three interparty groups focus on the fundamental rights of specific populations: theInterparty Parliamentary Group on the Rights of Persons with Disabilities, theInterparty Parliamentary Group on the Promotion of the Rights of LGBTI Persons
and theInterparty Parliamentary Group for Supporting Roma Rights, Inclusion and Integration in the Republic of North Macedonia.

Although informal, these interparty groups are composed of MPs, civil-society organisations and representatives from the two institutions established by the constitution and law to promote and protect human rights and equality – the national ombudsman and the Commission for Prevention and Protection against Discrimination. The conclusions from the meetings of these groups can be used by MPs and others to advocate for change, including during the work of parliamentary commissions such as theStanding Inquiry Committee for Protection of Civil Freedoms and Rights. Their work can help vulnerable and marginalised groups through centred and sensitive legislative and policy proposals, thus advancing the fundamental human rights of these groups.
