The guidelines are described in theHandbook on Communication, Coordination and Cooperation, an internal document of the Ministry of Human and Minority Rights and Social Dialogue. The handbook aims to regulate more precisely the relations, communication, cooperation and responsibilities of the coordination body, the expert group (which is an operational part of the coordination body) and the Department for the Improvement of the Status of Roma of the Ministry of Human and Minority Rights and Social Dialogue. The inclusion of Roma at the executive level of government falls within the competences of the abovementioned bodies and necessitates continuous and organised cooperation. Accordingly, the aims of the guidelines are to structurally promote the internal and external communication of all stakeholders involved in the Roma inclusion process and to coordinate their work with each other and oversight institutions a transparent and efficient manner. The guidelines contain suggestions on concepts, roles and responsibilities of the main actors and describe methods of external and internal communication and approaches within the key working processes. The purpose of the guidelines is to provide information and advice on roles, responsibilities and tools for the implementation and monitoring of the Roma inclusion strategy to the members of the coordination body, the members of the expert group and all interested stakeholders involved in the implementation of the Roma inclusion strategy. The process of drafting and developing the guidelines was accompanied by a broad consultation involving representatives of all ministries and institutions relevant to Roma inclusion and civil society. |

This mechanism is a programme aiming to improve the living conditions of Roma and facilitate access to rights. The programme has been implemented by the Standing Conference of Towns and Municipalities with the support of the EU Delegation to Serbia and in close cooperation with the Ministry of Labour, Employment, Veterans and Social Policy, the Ministry of Human and Minority Rights and Social Dialogue, the Ministry of Construction, Transport and Infrastructure, the Ministry of Public Administration and Local Self-Government, other relevant ministries, local governments, the National Council of the Roma National Minority, civil-society organisations and the Roma community. The mobile teams consist of municipal coordinators for Roma issues, educators, health mediators, representatives of social welfare centres and representatives of the National Employment Service. Their task is to create long-term relationships between institutions at the national and local levels and the Roma community. The mobile teams work directly in the Roma communities and support Roma people in solving problems in the areas of education, employment, health, housing and social protection. This practice is considered positive, as it has brought members of the Roma community into closer contact with institutions at the national and especially the local level, and has helped Roma become more aware of their rights and have better access to services. However, despite this positive practice having been in place for almost a decade and being considered sustainable, Roma still face considerable exclusion and are often unable to exercise their rights. Furthermore, mobile teams have not been formed in every local self-government unit and where they have been formed, they are often not fully effective. |
