The panel was established in 2015 and has since contributed to the enforcement of a number of measures resulting from rulings of the European Court of Human Rights (ECtHR) and the decisions of other international bodies. It is an advisory body to the Czech government agent when going before the ECtHR. The aims of the panel’s activities are to contribute to the effective enforcement of ECtHR judgments and to raise awareness of Czechia’s obligations under the convention among the competent authorities. Another objective is the application of the convention and the case-law of the ECtHR in the daily practice of national authorities and, ultimately, full adherence to the fundamental rights and freedoms enshrined in the convention. Among organisations of the Council of Europe member states, the Office of the Czech Government Agent has been a good example of leadership and good practice on implementation, having achieved this through concerted efforts, which included intensive communication with the responsible authorities on individual judgments, and through awareness-raising. In the past 10 years, the Czech authorities have implemented over 40 leading judgments. |

The Advisory Body on the Protection of the Rights of Persons with Disabilities is an advisory body of the ombudsman. The advisory body was added to the Act on the Public Defender of Rights in 2018. It serves as the advisory body for cooperation in monitoring the UN Convention on the Rights of Persons with Disabilities (CRPD), in accordance with Article 33, paragraph 3. The Act on the Public Defender of Rights stipulates that the ombudsman appoints the members of the advisory body in consultation with organisations of people with disabilities. Before the first advisory body was appointed, the Public Defender of Rights used the unconventional and low-threshold method of touring the country to network and gather contacts for potential members of the advisory body. Employees in the Office of the Public Defender of Rights held meetings in regional capitals, inviting people with disabilities and representatives of organisations defending their rights. With regard to responsibilities, the advisory body ensures, in accordance with the requirements of the CRPD, that people with disabilities are involved in monitoring compliance with obligations regarding rights under the CRPD. Through the advisory body, the Public Defender of Rights also receives input from people with disabilities, disability rights organisations, and carers and ensures that people with disabilities, organisations defending their rights and the general public are informed of the ombudsman’s monitoring activities under the CRPD. |
