In 2023, three interdepartmental plans were adopted by the French government. They were developed in close partnership with the relevant independent human rights organisations and civil-society actors. Thenational planto combat racism, antisemitism, and origin-based discrimination was led by Dilcrah and drawn up in consultation with the CNCDH, which is its assessor, the Defender of Rights, given its work in the field of discrimination, and associations involved in the fight against racism (LICRA, MRAP, LDH, SOS Racisme, etc.). The 2023–2026national planfor equality and against anti-LGBT+ hatred and discrimination was also developed with significant involvement from civil society, which is also included in the monitoring and assessment of the plan’s measures. This cooperation was also part of the development of the 2024–2027 inter-ministerialnational planto fight exploitation and human trafficking. Miprof, which steered the development of the national plan, frequently consulted the CNCDH, which is the plan’s assessor, and the associations in the group Together against Trafficking (Ensemble contre la traite) – Secours Catholique, Hors la Rue, CCEM, ECPAT France, etc. |

The new National Assembly Delegation for Children’s Rights has shown that it seeks to collaborate with civil-society actors, childcare professionals and independent organisations defending human rights. It has already held ameetingwith the Defender of Rights. A member of this delegation has also asked the CNCDH for anopinion on the violent deaths of children in the family setting. Once this opinion was published, pursuant to the Belgrade Principles, aconferencewasorganisedfor7 February 2024at the French National Assembly, at which the CNCDH presented the broad outline of its opinion and its main recommendations to deputies and senators. The delegation has also heard from the Minister of Justice, the Minister of Education, the Minister of Solidarity, Autonomy and People with Disabilities and the Secretary of State for Children. One of the meetings held with the Secretary of State for Children related to France’sreport to the United Nations Committee on the Rights of the Child. |

Cooperation mechanisms
This section provides examples of how national human rights structures collaborate to implement EU law. The protection and promotion of human rights within the EU require collective action across various structures and mandates. The mapping offers practical cases of cooperation designed to facilitate peer learning, although it does not claim to be exhaustive. Effective national human rights frameworks depend on both formal and informal collaboration among key stakeholders, including human rights statutory bodies, civil society organisations, government bodies, and parliamentary committees. Such partnerships promote coordinated efforts and the exchange of expertise, enhance rights awareness, help operationalise human rights principles, address gaps in protection, and reduce unnecessary duplication. The Tool includes two examples for each country, with supplementary details and, when available, additional practices under "more information." The Practices section outlines mechanisms that support cooperation among stakeholders, such as formal and informal arrangements. These mechanisms include collaborative working relationships, joint initiatives, memoranda of understanding, protocols, and advisory councils.
