The Prime Minister established the National Accessibility Authority through Law 4780/2021, as part of the implementation of the overall national action plan for persons with disabilities.
The National Accessibility Authority is an advisory body for the state that aims to promote universal access for people with disabilities in all areas of human activity. The establishment of the authority was an innovative move with decisive importance for the wheelchair movement, as it highlighted the significance accessibility will have on the agenda of modern policies that the Greek state will introduce.
The National Accessibility Authority has 12 members. Of them, six are scientists of recognised expertise in relevant areas or citizens whose activity is related to the access of persons with disabilities to education, culture, arts, sports, work, entrepreneurship and information. These six are selected by the Prime Minister, and three of them are persons with disabilities. The other members are a scientist selected by Esamea, a representative of Esamea, the President of the GNCHR and the Greek Ombudsman.
The authority’s tasks include:
  • monitoring the implementation of international, EU and national accessibility frameworks;
  • formulating proposals for comprehensive policies, regulatory interventions and specific actions on accessibility, advising on relevant issues and consulting public administration, civil society and the disability movement;
  • recommending the development and updating of accessibility standards in all areas, including communications, transport, products and services in both physical and digital environments, and giving advice on the standards’ implementation;
  • cooperating with the coordinating mechanism of the government by informing it of the authority’s proposals and submitting suggestions regarding the implementation and revision of the national action plan for the rights of persons with disabilities;
  • participating in drafting committees for the drafting of laws related to its competences or giving opinions on the compatibility of relevant provisions with the United Nations Convention on the Rights of Persons with Disabilities prior to their submission; and
  • developing initiatives to inform the public of issues relating to the access of persons with disabilities to all areas of human activity, in cooperation with the relevant ministries.


With regard to reporting, the National Accessibility Authority publishes annual progress reports detailing its work and activities. The minutes of member meetings are also published on the authority’s website.

Greece Racist Violence Recording Network (RVRN) (Δίκτυο Καταγραφής Περιστατικών Ρατσιστικής Βίας)

In 2011, the GNCHR, the Greek Office of the UNHCR and the wider UNHCR established the RVRN on the basis of two major findings: (a) the absence of an official and effective system for collecting data on racist violence and (b) the need for coordination between organisations that record, on their own initiative, incidents of racist violence against people who seek their services.
Aside from the coordinators – the UNHCR and the GNCHR – today, the RVRN comprises 52 non-governmental organisations and civil-society bodies, with the Greek Ombudsman and the Migrant Integration Council of the Municipality of Athens acting as observers.
The RVRN records incidents of racist violence in a consistent manner and develops activities to combat racist violence and intolerance in Greece. It has introduced a specific methodology and a standard recording form, which contains an account of the incident submitted to a member of the network and is based on the victim’s testimony.
The person coordinating the network collects all input (forms) from network members and then disaggregates the data based on specific criteria (e.g. the place or time of the incident, the type of criminal act or bias indicators). This is the basis for the quantitative and qualitative analysis that is included in the network’s annual report.

With regard to reporting, on an annual basis, the RVRN publishes a report containing the quantitative and qualitative analysis of the data collected the previous year and recommendations for authorities.
