Ireland Children First Interdepartmental Implementation Group

 		The Children First Interdepartmental Implementation Group (CFIDIG), which includes members from all government departments, Tusla, the Health Service Executive and the Garda Síochána, is an important initiative in the area of children’s rights and protections.

Established by the Children First Act of 2015, the group has a substantial workload and acts as a key facilitator of collaboration across a wide range of areas. It is required to continuously review the implementation of Children First legislation and guidance across the public sector and to report to the Minister annually. The Children First Act requires every department to prepare a sectoral implementation plan.

While departments and agencies are responsible for child protection issues arising in their own sphere of responsibility, the CFIDIG provides a forum in which child safeguarding issues with cross-departmental relevance can be raised as required. The group publishes a detailed annual report of its workload and achievements and those of member departments.

The Disability Advisory Committee, established by the Irish Human Rights and Equality Commission under its statutory powers, directly advises the commission on thefulfilmentof its independent monitoring role, as set out underArticle 33.3 of the UN Convention on the Rights of Persons with Disabilities. Appointments to the Disability Advisory Committee are for a three-year term and are based on an open competitive process that is managed independently by the Public Appointments Service. Ireland National Traveller and Roma Inclusion Strategy II 2024-2028

Travellers and Roma are amongst the most marginalised groups in our society. NTRIS II seeks to tackle this reality head on, and builds on NTRIS I. The Strategy addresses the key issues and themes that were highlighted during discussions with the Traveller and Roma organisations, and Departmental and State Agency stakeholders, through the NTRIS Steering Committee and also through a comprehensive consultation process held with both communities at local level. 
A high-level Steering Committee comprising representatives from the Traveller and Roma communities, and statutory and non-statutory bodies will oversee NTRIS II. The Steering Committee will have a more strategic role than previously and will have the scope to address any issues that arise in the delivery of actions encountered across any of the nine themes of the Strategy, either on a thematic basis or in terms of the work of a particular Department or State Agency. It will also address the issue of intersectionality. 
Actions under the Strategy seek to challenge attitudes and to address the inequalities that face both communities: 
  • to tackle racism and discrimination in all their forms; 
  • to ensure public services are delivered in in a culturally appropriate way; 
  • to enable Travellers and Roma to participate fully in all aspects of social, cultural and economic life; 
  • to improve access to accommodation; 
  • to support health and wellbeing; 
  • to ensure progression through education; 
  • to build opportunities in training and employment; and 
  • to break the cycle of intergenerational poverty. 

Under the strategy an annual report will be presented to the Minister and to the Cabinet Committee on Social Affairs and Public Services.
