Italy National Observatory on the Condition of Persons with Disabilities

The National Observatory on the Condition of Persons with Disabilities (Osservatorio nazionale sulla condizione delle persone con disabilità) was set up in 2008 to monitor the implementation of the UN Convention on the Rights of Persons with Disabilities in Italy. The observatory’s tasks include:
  • promoting the implementation of the convention and preparing detailed reports on the measures taken in liaison with the Interministerial Committee for Human Rights;
  • preparing a three-year programme of action for promoting the rights and integration of persons with disabilities through the implementation of national and international legislation;
  • promoting the collection of statistical data illustrating the condition of persons with disabilities;
  • preparing reports on the state of the implementation of disability policies at the country level;
  • promoting the performance of studies and research that may contribute to identifying priority areas for direct action and intervention.


The observatory’s composition represents both institutional bodies and civil-society organisations representing persons with disabilities, and relevant stakeholders (trade unions, municipalities, the National Labour Inspectorate, the National Institute of Statistics, the National Institute for Social Security, etc.).

Italy National Roma Platform

In 2017, the National Roma Platform (Piattaforma Nazionale Rom, Sinti e Caminanti –Piattaforma RSC) was established as an advisory board for the implementation of the national strategy for the equality, inclusion and participation of Roma and Sinti (Strategia Nazionale di uguaglianza, inclusione e partecipazione di Rom e Sinti).
The platform is meant to help coordinate government institutions, the local authorities in charge of implementing the strategy and civil-society organisations representing Roma people and combating discrimination. The platform represents 79 civil-society organisations and is coordinated by the National Office against Racial Discrimination.
The platform’s goals include:
  • monitoring and ensuring the implementation of the strategy’s actions and goals;
  • identifying and fostering the exchange of good practices for Roma inclusion;
  • periodically revising and updating the strategy;
  • participating in national and local working groups on the implementation of the strategy.

The platform also contributed to the drafting of a new strategy, which has been adopted for 2021–2030.
