In 2005, a group of non-governmental organisations and the government concluded the memorandum of cooperation between non-governmental organisations and the Cabinet. The goal of the memorandum is to foster the development of civil society and enhance its involvement in decision-making at all levels of governance. Thismemorandumhas been signed by 540 non-governmental organisations. In accordance with thememorandum, the enforcement of its goals is supervised by the Council for Implementation of the Memorandum of Cooperation between Non-governmental Organisations and the Cabinet (Memorandum Council). The functioning of the Memorandum Council is set out in a Cabinet of Ministersregulation, which provides that it must consist of 16 members: eight representatives of the government and eight representatives of non-governmental organisations, elected from among the signatories to the memorandum. The Memorandum Council is headed by the Director of the State Chancellery, and the deputy head is chosen from among the non-governmental representatives. They both chair the council’s meetings on a rotating basis. |

The extent to which the Ombudsman’s Office relies on civil society partnerships has grown considerably over the last decade. While the Ombudsman’s Office is not unique in that it cooperates with the non-governmental organisations and other civil society actors, its cooperation has a different dimension due to the specific role this institution has in the country’s human rights and the rule of law system. In Latvia, the Ombudsman’s Office is the sole independent statutory human rights body that fulfils multitude of mandates. In carrying out these functions, the Ombudsman’s Office acts in synergy with the civil society actors relying on a variety of forms of cooperation that correspond to this specific status. |
