Lithuania ‘Be hate-free: building hate-free communities in Lithuania’, a project co-funded by the EU Rights, Equality and Citizenship Programme

  • The target audience: representatives from various societal groups (youth, teachers, law enforcement officers, state institution employees, etc.)
The project’s objectives were to:
1.
deepen understanding of the phenomenon of hate speech on the internet and develop legal measures to address hate crimes;
2.
strengthen the ability of vulnerable communities to identify hate speech and report it to the relevant authorities;
3.
increase public awareness of the importance and significance of a tolerant online culture.

Individuals often find it difficult torecognisehate speech themselves, and artificial intelligence needs to be carefully trained to do so. A solution to this problem could be particularly beneficial for news portals seeking to keep their comment sections free from hate speech. The tool developed and refined in this projectutilisestext examples to train artificial intelligence that can then evaluate other cases. It focuses on short texts such as messages, comments and social media posts. Throughout the project, experts in artificial intelligence, technology, linguistics, law and other fields collaborated to develop the tool.

Lithuania ‘Success code for municipalities –gender equality’, a project under the 2014–2020 EU funds investment action programme

This project was initiated by the Equal Opportunities Ombudsperson and aimed to build the municipalities’ capacity for ensuring gender equality. Municipal government is the level of government closest to citizens in the public sector; therefore, it is crucial that good practices begin there, enabling municipalities to become pioneers of positive change in the field of human rights.

Key aspects of the project included:
  • an analysis of gender equality in the municipalities through anelectronic mapof municipal statistics, allowing interested parties to monitor gender equality indicators across various areas, such as employment, healthcare, education and business;
  • the formulation of recommendations on the implementation of measures for gender equality;
  • an awareness-raising campaign conducted through various media channels, including radio, TV, social media platforms and press articles.
