In 2020, the House of Human Rights (Mënscherechtshaus) brought the Consultative Commission on Human Rights of the Grand Duchy of Luxembourg (Commission consultative des Droits de l’Homme du Grand-Duché de Luxembourg), the Centre for Equal Treatment (Centre pour l’égalité de traitement) and the Ombudsman for Children and Youth (Ombudsman fir Kanner a Jugendlecher) together under one roof. According to the Consultative Commission on Human Rights and the Centre for Equal Treatment, the proximity offered by the House of Human Rights facilitates cooperation and enables synergies to develop between these different human rights bodies, undoubtedly strengthening their collaboration on specific thematic issues. |

The Round Table (Ronnen Desch) began as an initiativeof theCercle de Coopération, a group of non-governmental organisations focused on development in Luxembourg. In the aftermath of the 2015 migration flows, a group of around 10 people sought to bring together all those who were concerned by the reception and integration of migrants in general, as well as the challenges posed by the reception and integration of applicants and beneficiaries of international protection in particular. The Round Table is a forum forinformation exchangecomposed of associations, groups, organisations and national and local public authorities. Itsmembersretain their own values, independence, autonomy, operating methods and specific approaches. The Round Table has no form of hierarchy, and any official position or public action taken by it requires a consensus. Since its inception in 2016, the Round Table has held 14 plenary meetings, thelatest of whichwas in March 2024. Certain initiatives, such as theuniversal healthcare coverageproject or theMyRights information portal, stem from exchanges between stakeholders at the Round Table. |

Cooperation mechanisms
This section provides examples of how national human rights structures collaborate to implement EU law. The protection and promotion of human rights within the EU require collective action across various structures and mandates. The mapping offers practical cases of cooperation designed to facilitate peer learning, although it does not claim to be exhaustive. Effective national human rights frameworks depend on both formal and informal collaboration among key stakeholders, including human rights statutory bodies, civil society organisations, government bodies, and parliamentary committees. Such partnerships promote coordinated efforts and the exchange of expertise, enhance rights awareness, help operationalise human rights principles, address gaps in protection, and reduce unnecessary duplication. The Tool includes two examples for each country, with supplementary details and, when available, additional practices under "more information." The Practices section outlines mechanisms that support cooperation among stakeholders, such as formal and informal arrangements. These mechanisms include collaborative working relationships, joint initiatives, memoranda of understanding, protocols, and advisory councils.
