In Portugal, public and private bodies have established partnerships with the aim of creating and developing a network of social support systems aimed at children and young people, people with disabilities, older people, women victims of gender-based violence, domestic violence and trafficking, Roma people and other socially excluded groups, refugees and asylum seekers, LGBTQ+ people and people suffering from drug addiction and/or other addictions. The model for this kind of partnership was established in 1996, with the signing of thecooperation pact for social solidarity(Pacto de Cooperação para a Solidariedade Social). Since then, this pact has represented the benchmark for public–private partnershipscreating national networks of social protection, facilities and services, mainly aimed at people in situations of vulnerability and social exclusion. In 2021, anew pact was signedcovering the next decade. More recently, in a similar vein, thecooperation commitment for 2023–2024(Compromisso de Cooperação 2023–2024) was signed. This is an agreement between the state and its partners in the social and solidarity sectors, updating social-security-based financial contributions to institutions that provide social services. |

In 2023, the Minister of Justice and the Secretary of State for Equality and Migrationrenewed the cooperation protocolwith Breaking the Silence (Quebrar o Silêncio) and the Association of Women against Violence (Associação de Mulheres contra a Violência), which provide specialised psychological care and individual support for victims of sexual violence, regardless of gender. The renewal of the protocol signals the dedication of the government to maintaining and strengthening these support systems. To this end, funding has been increased by 10 %to almost EUR 300 000per year. In accordance with the protocol, the Ministry of Justice has also granted Breaking the Silence operational premises where it can provide face-to-face assistance to men and boys who are victims of sexual violence. These premises will be located on Avenida Fontes Pereira de Melo in Lisbon, in the building where various services of the Institute of Registries and Notary are located. |

Cooperation mechanisms
This section provides examples of how national human rights structures collaborate to implement EU law. The protection and promotion of human rights within the EU require collective action across various structures and mandates. The mapping offers practical cases of cooperation designed to facilitate peer learning, although it does not claim to be exhaustive. Effective national human rights frameworks depend on both formal and informal collaboration among key stakeholders, including human rights statutory bodies, civil society organisations, government bodies, and parliamentary committees. Such partnerships promote coordinated efforts and the exchange of expertise, enhance rights awareness, help operationalise human rights principles, address gaps in protection, and reduce unnecessary duplication. The Tool includes two examples for each country, with supplementary details and, when available, additional practices under "more information." The Practices section outlines mechanisms that support cooperation among stakeholders, such as formal and informal arrangements. These mechanisms include collaborative working relationships, joint initiatives, memoranda of understanding, protocols, and advisory councils.
