The Commissioner for Children and the Public Defender of Rights are members of the European Network of Ombudspersons for Children (ENOC). ENOC is a platform that plays a crucial role in international cooperation and collaboration between national human rights institutions and international bodies. It brings together 43 independent institutions for the protection of children’s rights from 33 countries, Slovakia being one of them. Every year, ENOC members meet for an annual conference, participating in forums and working groups. ENOC’s main objective is to promote the fundamental rights of children. It creates networks between different institutions / office holders, such as children’s ombudspersons or commissioners for children. It therefore serves to share experiences and expertise regarding the protection of children’s rights among a professional group of people. In this way, it tries to support the establishment of institutions dedicated to the protection of children’s rights. At the same time, it provides an overview of activities aimed at improving the protection of children’s rights in various countries around the world. |

In 2023, the national preventive mechanism was put into practice by an amendment to the Law on the Public Defender of Rights adopted by the National Council of the Slovak Republic on15 March 2023. Subsequently, on3 May 2023,the National Council of the Slovak Republic declared its consent to the Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment. The ratification of this protocol and the legislative change introducing a national preventive mechanism were preceded by a long-standing debate on the institutional form this mechanism should take. The national preventive mechanism is divided among three human rights institutions: the Commissioner for Children, the Commissioner for Persons with Disabilities and the Public Defender of Rights, who also has the role of coordinator of all three institutions in the implementation of the tasks within the national preventive mechanism. |
