The NCD (under the Ministry of Social Rights, Consumption and Agenda 2030) established a platform (Civil Society Dialogue) for dialogue and communication between the government and relevant entities. The NCD is an interministerial collegiate consultative body, created in 2004 by Royal Decree 1865/2004, of 6 September, and regulated by Royal Decree 1855/2009, of 4 December 2009. Its mandate was amended in 2012 (Royal Decree 1146/2012, of 27 July) and recently in 2021 (Royal Decree 369/2021, of 25 May).

The platform enables organisations for people with disabilities and their families to participate in the development, implementation, monitoring and evaluation of regulations and policies related to people with disabilities. The Directorate-General of the ONCE reports to the Ministry of Social Rights, Consumption and Agenda 2030, in accordance with Article 8 ofRoyal Decree 358/1991, of 15 March. The ONCE is a public law corporation created by a decree of 13 December 1938. Its goals are to achieve the personal autonomy and full integration of Spanish people with blindness or severe visual impairment through the provision of social services. To this end, it runs several types of lotteries, which draw from the state reserve and are subject to strict public control.
