  • Develops and exercises the country’s foreign policy and carries out consular functions and the functions of the State Protocol.

Structured cooperation with partners at national level

  • Regularly works with the Cabinet of Ministers, attends meetings with the State Secretary, is party to interinstitutional agreements and participates in interinstitutional working groups.
  • Heads the Consultative Council on the Development Cooperation Policy and the Diaspora Consultative Council.
  • Memoranda of understanding with four non-governmental organisations representing specific industries (security, tourism, higher education and development cooperation).
  • Cooperation protocol with non-governmental organisations on EU issues.
  • Creation of several working groups and consultative councils involving non-governmental organisations.
  • Cooperation with the Ministry of Defence, the Ministry of the Interior, the Ministry of Education and Science and non-governmental organisations in the context of the national action plan on women, peace and security.

Structured cooperation with partners at international and EU level

  • Represents Latvia before the UN, the EU, the Council of Europe, the Organization for Security and Co-operation in Europe, the Organisation for Economic Co-operation and Development and NATO.
  • The ministry’s International Organisations and Human Rights Department is part of the UN’s Women, Peace and Security Focal Points Network.
  • Responsible for the national budget, financial and institutional matters, foreign affairs, the common foreign and security policy and other EU issues.
