Launched by UNESCO in 2004, ECCAR brings together European cities interested in sharing experiences and acting jointly to improve their policies to fight racism, discrimination, xenophobia and exclusion. This is achieved through a 10-point action plan that leverages the cities' skills in the fields of education, housing, employment, cultural activities and sport. Though FRA’s toolkit focuses not only on anti-discrimination and fight against racism, which is ECCAR’s core mandate, ECCAR acknowledges through its action plan that integrating fundamental rights thinking into policy-making, service delivery and administrative practices of local authorities is a pre-requisite to develop a more effective and integrated work on anti-discrimination.
