EU survey on gender-based violence against women and other forms of inter-personal violence (EU-GBV)

This survey aims to gain statistically sound, nationally representative and internationally comparable statistics on the frequency of gender-based violence. In particular, it will cover the gender dimension of significant types of crime, interpersonal conditions that might influence crime patterns, personal consequences of crime, reporting practices, attitudes towards police, readiness of the legal and health system to tackle the issues covered by the survey, intensity of certain types of crime, and a general but statistically sound socio-demographic picture of both perpetrators and victims.

Why was the practice needed?

This project is an opportunity to address the obligation deriving from the UN 2030 Agenda and from the Council of Europe Convention on preventing and combating violence against women and domestic violence, which the Republic of Croatia signed and ratified.

The objective of the survey is to gain statistically sound, nationally representative and internationally comparable statistics on frequency. In particular, it provides a unique opportunity to implement a standalone victimisation survey and to obtain statistical results on the gender dimension of significant types of crime, interpersonal conditions that might influence crime patterns, personal consequences of crime, reporting practices, attitudes towards police, readiness of the legal and health system to tackle the issues covered by the survey, intensity of certain types of crime, and a general but statistically sound socio-demographic picture of both perpetrators and victims.

How was it implemented?

From December 2020 to April 2023, Croatian Bureau of Statistics (CBS) will prepare and implement the full-scale survey: “EU survey on gender-based violence against women and other forms of inter-personal violence (EU-GBV)”. This survey was tested in 2017-2019 period and is being implemented within the framework of the Eurostat grant.

The project activities are the following:

  1. translation of the survey questionnaire into Croatian;
  2. expert revision of the survey questionnaire;
  3. development of the electronic version of the questionnaire and adapting the data entry software application;
  4. making the initial (‘gross’) sample;
  5. training interviewers to ensure their safety;
  6. procuring envelopes for introductory letters, and printing the introductory letters and General Data Protection Regulation leaflets for the CBS;
  7. conducting the fieldwork, monitoring and dealing with non-responses during the fieldwork, ensuring the interviewers’ and respondents’ safety, arranging regular meetings during the fieldwork to support interviewers, final meeting to collect feedback from the interviewers after the end of fieldwork;
  8. data management, including data coding, preparing microdata files, calculation of indicators for Eurostat;
  9. calculation of detailed indicators and making further analysis;
  10. reporting the results of the survey, and transmission of microdata files and indicators;
  11. informing the public of the project results (press conference organised by the CBS);
  12. ensure visibility of the project results (video about the project).

As of May 2022, activities 1 and 2 have been fully implemented. Activities 3, 5, 6, 7, 8, 9 and 12 are planned to be subcontracted.

The challenges are primarily ensuring security for respondents and interviewers and getting high response rates.

Outputs

  • A data set containing statistically sound microdata and accompanying metadata.
  • A report containing detailed indicators, analysis and results.
  • A press conference organised by the CBS to present the survey results.
  • A video to ensure the visibility of the project results.

This relates primarily to 1)development of IT solutions for data collection (computer-assisted web and telephone interviewing); (2) engagement and training of interviewers; (3)ensuring the safety of all stakeholders involved (interviewers and respondents); (4) fieldwork implementation. The CBS set up a project team for the activities that relate solely to its tasks (i.e. translation of the survey questionnaire into Croatian, preparation of the survey sample, etc.) and for providing methodological support to the outsourced project activities and monitoring them.
