The European Union Agency for Fundamental Rights (FRA) is looking to contract the services of an expert (natural or legal person) to draft a handbook to combat violence against women for victim support services.

The expert is expected to provide a handbook that shows in a practical way how to extract and use the FRA’s violence against women survey data for the purpose of supporting victim support services.

Technical and professional capacity

Candidates must be able to meet the following minimum selection criteria:

  • University degree
  • Proven professional experience of at least three (3) years in the field of research on violence against women or victim service provision
  • Proven experience in drafting in English at a high standard evidenced by at least three examples
  • Proven experience in the drafting of practical fundamental rights related material evidenced by at least two examples
  • Excellent knowledge of English (Common European Framework of Reference (CEF) level C1)

No documents proving the fulfillment of these criteria are requested at this stage.

Participation in this negotiated procedure for a low value contract is open to natural and legal persons falling within the scope of the EU Treaties (this includes all economic operators registered in the European Union and all European Union citizens) and to all natural and legal persons in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement. The FRA is not part of the Agreement on Government Procurement (GPA) concluded within the World Trade Organisation. Therefore, FRA’s procurement procedures are not open to tenderers from GPA countries.
