Compendium of practices for combating hate crime

This Compendium of practices for combating hate crime was developed as part of the mandate of the Working Group on hate crime recording, data collection and encouraging reporting.

The practices were originally compiled in 2016 from across the EU by the predecessor of the Working Group, the Working Party on improving reporting and recording of hate crime in the EU. In 2021, the Working Group updated the Compendium to reflect the Working Group’s extended mandate, and to illustrate examples of practical application of the existing sets of the Key guiding principles, adopted by the EU High Level Group on combating racism, xenophobia and other forms of intolerance.

The Compendium focuses on practices which:

  • encourage reporting of hate crime;
  • improve hate crime recording and data collection; and
  • promote co-operation with civil society organisations in encouraging reporting and improving recording and data collection of hate crime.

The Compendium aims to present specific examples of how to implement the Key guiding principles and inspire policy makers, practitioners and civil societies in their efforts to better counter hate crimes in the EU.
