Independent Police Complaints Authorities’ Network issue call to strengthen security oversight

Members of Independent Police Complaints Authorities’ Network (IPCAN) issued a declaration calling on the Council of Europe, the European Union and the OSCE to urge Member States to strengthen the oversight of national security services.

The call came during the 3rd IPCAN conference in Strasbourg on 15 September where the Agency discussed preliminary findings from its project on surveillance by intelligence services. FRA also joined the panel debate on case law of the European Court of Human Rights and work of the Council of Europe’s Parliamentary Assembly and European Parliament in the field of terrorism, surveillance and state of emergency. The event was jointly organised by the French Defender of Rights, the Council of Europe together with IPCAN on the respect of fundamental freedoms and rights in the context of strengthening the fight against terrorism.
