In the framework of a Joint Project between the Council of Europe and the EU Agency for Fundamental Rights (thereafter "the Agency"), the Agency intends to launch a negotiated procedure for the Drafting of a Handbook of European Law on the Rights of the Child.

The aim of the negotiated procedure is to develop and provide the Agency with the aforementioned handbook, which should be a practical handbook for judges, prosecutors, lawyers and other practitioners and officials dealing with the legal protection of the rights of the child. The handbook (of around 100-120 pages) is to be written in English and finalised during the second quarter of 2014.

The Agency is looking to contract an expert (natural or legal person) to conduct research and in-depth analysis on the key legal and jurisprudential principles on European law on the Rights of the Child. The objective of the study is to prepare a Handbook of European Law on the Rights of the Child synthesizing the European and national case law in this area.

The contractor is expected to provide a legally relevant and scientifically robust analysis of the body of child-related law stemming mainly from the ECHR, the European Social Charter and EU law. In particular, this should be done by illustrating relevant case law from the Court of Justice of the European Union, the European Court of Human Rights, and the European Committee of Social Rights, and where appropriate higher national courts and child protection authorities’ decisions. The analysis shall clarify the rights of the child standards in relation to a list of thematic issues.

Technical and professional capacity

Candidates must be able to meet the following minimum selection criteria:

  • Advanced university degree in law
  • Proven professional and/or academic experience of at least 3 years in the areas of Human rights law and Child Rights law.
  • Proven experience in research in the field of the rights of the child supported by at least five (5) relevant publications in the human rights and/or rights of the child field
  • Excellent knowledge of English (Common European Framework of Reference (CEF) level C1

No documents proving the fulfillment of these criteria are requested at this stage.
