Negotiated procedure
The European Union Agency for Fundamental Rights (“FRA” or “the Agency”) is looking to conclude a framework contract in cascade for the provision of interactive, experiential training courses targeting exclusively female members of staff with the aim to identify and tap into their potential as managers. The training should examine how to challenge and address the barriers that women specifically face in management and assist them with the tools to construct strategies to empower themselves thereby increasing their likelihood of accessing the higher management ladder. An added aim of the training services should be to enable women to contribute their unique qualities to meet the challenges in an ever evolving work environment.

Selection criteria

Candidates will be required to prove that they possess the minimum technical and professional capacity below:

a) Evidence of the educational and professional qualifications

Candidates will be requested to propose at least one (1) trainer meeting the following minimum educational and professional qualifications:

  • Completed university studies of at least three (3) years (Bachelor’s degree)
  • A minimum of three (3) years of professional experience related to topics such as gender and/or diversity in leadership development and/or organisational behaviour analysis
  • A minimum of two (2) years of experience delivering similar trainings to multi-cultural public or private organisations
  • Excellent knowledge of English at C1 level according to the Common European Framework of Reference (CEF)

b) Evidence of the technical capacity

Candidates will be required to prove that they have delivered at least two (2) similar trainings to multi-cultural public or private organisations in the last three (3) years.

No documents proving the fulfilment of these criteria are requested at this stage.

Participation in this negotiated procedure for a low value contract is open to natural and legal persons falling within the scope of the EU Treaties (this includes all economic operators established in the European Union) and to all natural and legal persons in a third country which has a special agreement with the Union in the field of public procurement on the conditions laid down in that agreement. The FRA is not part of the Agreement on Government Procurement (GPA) concluded within the World Trade Organisation. Therefore, FRA’s procurement procedures are not open to tenderers from GPA countries.
