Asylum, migration and borders
Sex, sexual orientation and gender
17 June 2016
Women refugees at high risk of being victims of gender-based violence
Women and girls fleeing from persecution or turmoil in their home countries are particularly at risk of physical, sexual and psychological violence when seeking sanctuary, in transit and when they arrive in the EU. In advance of World Refugee Day on 20 June, FRA’s latest summary report of migration-related fundamental rights concerns, throws the spotlight on the plight of female refugees at reception and accommodation centres. This issue will also feature during discussions on improving refugee protection as part of FRA’s 4-day Fundamental Rights Forum which also opens that day.

Migration turmoil tests EU fundamental rights resolve, finds FRA’s Fundamental Rights Report 2016
Over one million people sought refuge in the EU in 2015, a fivefold increase from the year before. FRA presents guidance from across the EU on combating hate crime
We are seeing hate crime against religious minorities and migrants around the EU on a daily basis. In response, the EU Agency for Fundamental Rights (FRA) is today publishing a compendium of good practices from across the EU on how to combat hate crime. This is the culmination of work by the Working Party on combating hate crime, to be presented today at a meeting of the Working Party in cooperation with the Dutch Presidency of the Council of the EU.

Compendium of practices for combating hate crime
The Compendium of practices is the key output of the Working party on improving reporting and recording of hate crime in the EU. It collates practices for combating hate crime from across the EU, with a step-by-step description of the practice broken down by country and category. The aim of the compendium is to help policymakers and practitioners such as law enforcement officers understand what is being done elsewhere in the EU to combat hate crime, and which elements could be adapted for use in their own national contexts.

4 fundamental rights issues to consider in EU safe countries list
An EU list of safe countries of origin can help improve the overall asylum application process but only alongside other EU asylum laws and responsibilities, and border management capacity-building measures, as FRA’s latest Opinion shows. While it points to potential benefits, by freeing up resources to examine genuine asylum claims for example, it also flags the need for strong fundamental rights safeguards.

Wrong and outdated views towards LGBT people endanger their fundamental rights
In some Member States, doctors still view homosexuality as a disease and transsexuality as a mental disorder, according to findings from a new report by the EU Agency for Fundamental Rights (FRA). Such negative views of lesbian, gay, bisexual and trans (LGBT) people in society, among professional groups and policy makers hampers efforts to counter discrimination and hate crime.

Update on legal protection for LGBTI people
The protection of the fundamental rights of lesbian, gay, bisexual, trans and intersex (LGBTI) people has been steadily improving in many EU Member States, according to the latest comparative legal update from the EU Agency for Fundamental Rights (FRA). However, in some countries progress is slower. Trans and intersex people particularly face difficulties. Such problems and the differences in legal protection across EU Member States confirm the need to address the gaps in legal protection, as also flagged in the European Commission’s list of actions to advance LGBTI equality presented on 7 December.
