Prisons Regulations (Prisons Regulations, Subsidiary Legislation 260.03) | There is not a national standard requiring a specific amount of cell space available to detainees in m² but a ‘reasonable amount of space, lighting and ventilation’ must be available to detainees. The cell windows should allow the possibility of reading and working by natural light in normal conditions, and that it should be possible for fresh air to enter. Furthermore, artificial light shall satisfy recognised technical standards and as regards the cells, shall be capable of being dimmed at night in such a way as to permit supervision. Regarding cell furniture, the law requires that every prisoner be provided with a separate bed and separate bedding appropriate for warmth and health, which shall be kept in good order and changed often enough to ensure its cleanliness. Each cell shall be provided with a wash hand basin with running water and with a toilet. If there is no flushing equipment each prisoner must be allowed to have a sufficient quantity of water for keeping the toilet clean. |
