Prisons Regulations (Prisons Regulations, Subsidiary Legislation 260.03, 1 October 1995)It permits the Director of Prisons to grant prison leave to various groups of prisoners, and refers specifically to young prisoners. The Regulation does not define the term ‘young prisoner’, although other publicly available information refers to prisoners under twenty-one years of age. The same Regulation also states that the Director may allow young prisoners to spend all or part of their term in a rehabilitation institution. Young offenders may be housed at the Centre of Residential Restorative Services, having 16 cells for male prisoners and 6 for female prisoners. Young prisoners are to be given particular attention in the provision of educational services.
