Prisons Regulations (Prisons Regulations, Subsidiary Legislation 260.03) | Prison officers are authorised to use force in order to prevent acts of violence. This is to be used with proportionality. Instruments of restraint may only be utilised when it is strictly necessary, and in the absence of less invasive means to prevent the perpetration of a serious crime involving grave threat to life, or, to safeguard the prisoner’s health. Instruments such as handcuffs, restrain-jackets and other body restraints shall not be applied as a punishment, and the use of chains and irons is always prohibited. All prisoners may file complaints with the Director or the Corradino Correctional Monitoring Board, and any such meetings may be held in confidence. Prisoners are also entitled to file complaints or requests to the responsible Minister, the President of the Republic or any internationally recognised human rights body.
