- Cooperation and coordination with the executive and judicial branches are not structured in formal documents, but the council regularly requests information from and provides recommendations to the relevant ministries and other public authorities.
- Consists of nine members, of which four are representatives of organisations for persons with disabilities, and one is a representative of the academic community appointed by the Bulgarian Academy of Sciences (Българска академия на науките).

- Cooperates with its counterparts through the Working Group on the UN Convention on the Rights of Persons with Disabilities of the European Network of National Human Rights Institutions.
