The year 2017 was marked by a stabilisation of the tolerance index and confirmed the overall downward trend in racist acts reported to the police and gendarmerie, although this should be viewed in perspective of the extent of under-reporting.

Ministries, administrations, associations and other entities and individuals replied to the questionnaire sent by the CNCDH, which also took into account surveys on the state of public opinion, analyses by its partner researchers, the statistical report of the Ministry of the Interior on observed racist acts and that of the Ministry of Justice on the criminal courts' response.
