Key findings
According to the report, six hate crimes were recorded by the Estonian police in 2018. Two crimes were recorded under Article 120 of the Penal Code (threat), three crimes under Article 121 of the Penal Code (physical abuse), and one crime under Article 200 of the Penal Code (robbery). Five cases related to the victim’s race, religion or ethnicity, and one case to the victim’s sexual orientation/identity. Eight incidents of incitement to hatred were recorded in 2018, but in only two of these cases misdemeanour procedure was initiated.
Methodology (Qualitative/Quantitative and exact type used, questionnaires etc)
The statistics outlined in the report are compiled from the police information system. The system allows police officers to mark a case as hate crime by ticking one of three boxes: "hate – religion, race, ethnicity"; "hate – sexual orientation/identity"; "hate – other". In addition, searches were performed in the system for cases with “hate motive” and using key words, such as “foreigner”.
