Key findings

In 2019, 10 hate crimes were registered by the Police and Border Guard Board in Estonia – one threat, four cases of physical abuse, one case of debasement of memory of deceased, one case of harassing pursuit, three cases of aggravated breach of public order. Eight hate crimes were connected to the victim’s race, religion or ethnicity, two crimes were connected to the victim’s sexual orientation.

The statistics are compiled from the police information system. The system allows police officers to mark a case as hate crime by ticking one of three boxes: "hate – religion, race, ethnicity"; "hate – sexual orientation/identity"; "hate – other".
