Key findings
In 2020, the Ombudsperson's Office received 31 complaints of discrimination based on race, ethnicity, nationality or skin colour and 7 based on religion – the report points out migrants were a prominent target of discriminatory conduct and violence, both in online and physical spheres. Regarding the hate crimes, the report states that according to data from the Ministry of Interior, there were 87 cases in 2020, and the perpetrators were motivated mostly by nationality or ethnicity of victims (in 69 cases) but there is no further data segregation that could highlight which ethnicities were targeted.

Report uses a combination of qualitative and quantitative methods. It is based on analysis of cases the Ombudsperson's office worked on, field work data, research and data collected from several hundred actors, among them public bodies, civil society organisations, unions, employers, universities, churches, religious organisations and others. It is also an analysis and the report on the state of rights and freedoms in the Republic of Croatia.
