Key findings
281 potentially harmful hate incidents were reported in Euskadi in 2023. Regarding victims of hate crimes, 305 victimizations were reported in 2023, representing a significant 47% decrease from victimizations reported in the previous year. 59% of the victims are foreign-born, with the most common origins being in Latin America and Africa (28% and 24% of the total number of victims, respectively). The two most common crime categories were injuries (101 cases: 32%) and threats (76 cases: 24%). There was a relevant increase in hate speech, with increased number of incidents (46 cases: 14%).

Data related to cases happened since January 1 to December 31, 2023. It included both potentially criminal incidents and those that might qualify as administrative infractions that, due to their circumstances and nature, came to the attention of the Basque Regional Police (Ertzaintza). For the first time, the Ertzaintza carried out a review and adjustment of the polarity indicators to provide a more accurate reality of the hate incidents that occur in the Basque Country.
