Key findings

In 2022, the Ombudsperson's Office received 86 complaints of discrimination based on race, ethnicity, nationality or skin colour (23% of all complaints) and 5 based on religion (1% of all complaints). Regarding the hate crimes, the report states that according to data from the Ministry of Interior, there were 51 cases in 2022, a significant drop in the number of recorded cases in the long time. The perpetrators were motivated mostly by nationality or ethnicity of victims (in 35 cases) and race (5 cases) but there is no further data segregation that could highlight which ethnicities were targeted.

Report uses a combination of qualitative and quantitative methods. It is based on analysis of cases the Ombudsperson's office worked on, field work data, research and data collected from several hundred actors, among them public bodies, civil society organisations, unions, employers, universities, churches, religious organisations and others. It is also an analysis and the report on the state of rights and freedoms in the Republic of Croatia.
